Zorastrian Parsi/Irani community members who are not registered and are now desirous of registering as General or Donor Member as a Bombay Parsi Punchayet electorate may do so at the earliest.
The prescribed Form may be collected from the Bombay Parsi Punchayet: for General Member the fee is Rs. 10/- plus two passport size photos and for Donor Members the donation is Rs.25,000/- or anything plus thereof and two passport size photos.
The timings are 11.00 a.m. to 1.00p.m. and 2.30 p.m. to 5.30 p.m. on working days.

PUBLIC NOTICE
BOMBAY PARSI PUNCHAYET ANNOUNCES SCHEDULE FOR TRUSTEES’ ELECTION FOR SEVEN CANDIDATES UNDER THE UNIVERSAL ADULT FRANCHISE SCHEME.
Pursuant to the Hon’ble Bombay High Court’s Order dated 30-04-2008 elections for all the seven trustees will be held as per the below-mentioned Election Schedule.
As per Clause No.14 of the Scheme for Election,any person who shall at the time of Election be a member of the Parsi Community,of not less than 30 years of age(this restriction of age does not apply to any Candidate who has attained the age of 25 years and whom a majority of not less than 2/3rds of the members of the Anjuman Committee desire to be so exempted,by a written requisition to the Trustees) and who shall have been Proposed and Seconded by members of the Anjuman Committee i.e General member or Donor Members,are eligible to stand as Candidates.
Such candidates have to fill in the prescribed form (available from Bombay Parsi Punchayet’s Office),accompanied by a cash deposit of Rs.5000/-. The deposit shall stand forfeited,if the candidates fail to secure atleast 5% of the total votes cast at such an election.
All those members on the General Register and Donor Register,who have so far not collected their Certificates, are requested to collect their respective Certificates to be eligible to exercise their franchise.
If the Certificate has been lost or destroyed,members on the General Register and Donor Register can apply on or before October 1,2008 for a duplicate certificate, application for which has to be filled in a prescribed form along with payment of a fee of Rs.10/-, As per the scheme in force, Members on the General Register and Donor Register will be allowed to vote only on production of their respective Certificates. No duplicate Certificates will be issued and / or collection of original certificates permitted after October 1,2008 inclouding on the Election days at the pollings centres. As per the scheme sanctioned by the Hon’ble High Court,only those Members whose names appear on the General Register and the Donor Register, as on 30-06-2008,will have voting right at the forthcoming Election. The registers will be frozen as on 30-06-2008 as per the sanctioned scheme.
If nominations are received from only seven duly qualified Candidates,in accordance with the sanctioned scheme,such Candidates will be declared duly elected.
In the event of their being more than seven Candidates,election will be conducted as per schedule given hereunder:

N.B.:
1) A member can exercise his/her voting right at any of the centres and dates specified above.
2) Certificates collected on production of Authority Letter by a third party should have the member’s signature duly attested either by a Notary or Special Executive Officer. Members whose certificates are not attested will not be allowed to vote.
3) In case of their being a tie, in the number of votes cast between two or more candidates, Rule 21(C) (xv) of the scheme would apply and the date of the result would be deferred by 4 days.In such an event the declarrationof the result on the Notice Board of the B.P.P. would be declared on 30-10-2008 and the same would be published in the Newspapers on 31-10-2008.
4) Members of the General & Donor Register who have been issued two or more separate certificates (one issued earlier and the other taken again subsequently) can vote only once and only one certificate will be treated as valid.
5) Voters have to elect seven Trustees by placing a cross each against one or more names but not exceeding seven names on the Ballot paper that will be supplied to them. If more than one cross is affixed against any name,the entire ballot paper will become invalid. Similarly, if crosses are affixed against more than seven candidates such Ballot papers will also be treated as invalid. Any identification mark other than a cross will invalidate the ballot paper.
6) Certificates laminated by members of the General & Donor Register will not be acceptable. In case a Certificate has been laminated, the member should destroy such certificate and obtain a duplicate certificate urgently in order to be eligible to Vote.
7) As per Clause 4(d) of the Scheme for the Election of the Trustees each Donor Member vote would be counted / treated as two votes. However, the donors have to affix only one cross against their selected name / names of the candidates, but not more than seven crosses.
Votes should note that only those certificates bearing the caption “General Register” or “Donor Register” would be treated as valid.
It is further notified that the full list of registered members on the General and Donor Register eligible to vote for the forthcoming Trustees’ Election is available on the Web and members can verify their enrollment or otherwise on the net address which is www.bppvoterslist. org

Shouldn’t there be an election code for BPP elections?
We have heard of unscrupulous politicians bribing the electorate by giving them rice, sugar and blankets.
Well, the Parsis don’t need these, but we all know how very fond of good food they are!
So here the electorate is being bribed with food!
There should be a neutral election commissioner the way we have for our general elections, and he or she should make sure that the candidates strictly follow a code of conduct.
Crores are spent to bribe the electorate. Instead this amount could have been used for some constructive purpose like education or caring for the underprivileged.

I entirely agree with what Zarina has said. Let the candidates convince us with their plans and commitment to the community, their integrity and honesty of purpose, rather than with dinner invitations!

I also agree to what Zarina says but it is upto the individual voter also to understand. why do people have to consider food important than deeds? This Elections are the right time for all Parsi Voters to use their brains to elect the best seven. It is understood that the Candidate will try hard to get votes but people should understand what exactly they want. It is individual’s decision. We should not question the candidates only. Ask the voters also.

Responsibility does not only lie with the leaders of our community or with those who have been appointed or elected to do a particular job as Trustees of BPP. It lies with each of us individually.
We have to elect wisely and not get influenced by money power as shown by some candidates. Entertainment skits and lavish dinners should not sway our opinion.
Let us not vote in haste and repent at leisure. After all it is a question of seven long years. In this period whether the community survives, or is further fragmented would depend upon our votes.

I would like to put this view in a different perspective.
How many Parsis will accept rice and blankets and start voting. And who are these Parsis in need of rice, sugar and blankets?
How many of us have visited the Parsi ward at J.J. Hospital or for that matter the Old Age home at Kharegat Colony.
Before you cast your vote I request you all to step into such Parsi institutions and simply ask the residents whom do they think should be elected. You will get your answer.
I am still to come across “unscrupulous politicians bribing the electorate by giving them rice, sugar and blankets.”
But I do know of people who donate “rice, sugar and blankets.”, not just during the elections but all year round.
Ive seen a Parsi women who although being very rich, still goes down to all these places and does not only donate stuff, but also gives them a bath, cuts their hair, cuts their nails, takes them to picnics etc.
She is one of the members who is contesting for this election.
I will not take her name or else it will sound as though this is another Election gimmick.
Find out for yourself. Just go to kharegat colony Sanatorium, or visit the Parsi JJ ward. The truth will unfold.

QUESTIONS THAT NEED TO BE ADDRESSED BY THE NEW B.P.P. BOARD.
1. Trustees as CUSTODIANS of PROPERTIES of ‘The Parsi Punchayet Funds & Properties Trust, Bombay’.
a) For Ownership Buildings built on Trust propetires at its Baugs, and sold to BENEFICIARIES then at a concessional rate, should or should not its owners abide by the Signed Agreement, for clauses related to: i) that the First Right of Purchase of resale of Flats shall be that of the Trust; ii) that the Ownership Flat can not be sold / purchased without the No Objection Certificate (NOC) from the Trust; and that iii) the Trust should ask for a percentage (say, minimum 10%) of the registered sale price, so that the proceeds would fund the property maintenance and /or New property constructions; iii) that the right to earn money by way of Hoardings, water supply shall be that of the Trust on the Ownership Building and its land; and of course iv) The flats could only be sold or transfered to Parsi / Irani only, on obtaining NOC from the Trust.Trustees as custodians for protecting the Trust property should be in agreement with the said clauses, whilst the majority, if not all of the beneficiaries would not want to agree; and there lies the major challange for the Trustees in educating the second or the third generation of Flat owners, and what legal actions that would be or should be taken with those who flout or have flouted, and if there are such pending litigations .
B) For Registration of Tenancy Agreements, the Stamp Duty leviable is equivqlent to that on the prevailing Rateable Market Value of the Flat, which shall run in to several lacs of Rupees per flat. Whilst the affordable Rich would willingly pay the high value Stamp Duty, who would pay for the non-affordable poor beneficiaries? Furthermore, the clauses addresed in A) above related to Ownership Flats should be included or not included in the said Tenancy agreements, bearing in mind that the Trustees are Custodians of the Trust property.

Photohraph, perhaps as a symbol; but, name needs to be shown for counting & recording purpose.
Ballot paper should not arrange names clubed for particular groups, as they gain advantage over others, and that would not be a fair practice.

IRRESPECTIVE OF WHO GETS ELECTED,THE MOST IMPORTANT THING IS THAT THE NEWLY ELECTED TRUSTEES SHOULD COME TO A CONSENSUS ON VARIOUS ISSUES WHICH ARE TOO WELL KNOWN AND NOT WORTH MENTIONING HERE.
OTHERWISE AS ITS SAID THAT IF ONLY ONE PARSI IS LEFT
IN THE WORLD HE WILL FIGHT WITH HIMSELF STANDING IN THE MIRROR AND THAT IS ONE THING WE DONT WANT.

While consensus building is important to the very functioning of a committee I urge each newly elected member to THINK for themselves and not buckle under pressure. Consensus building is important only when the good of the community is at hand. Without mentioning names there are a few on the ballot that serve self before community. They hide behind the guise of anglophile accents and foreign education but in reality use thug mentality to manipulate community members. It is OKAY to think outside the box. Guilt should not be the modus operandi of this committee. Good luck to all. Though I live in the U.S. my eyes are on this election as are many who live in this part of the world.

My question to all candidates who are standing for elections of BPP is why are you spending the kind of money to canvas yourself ?
Is there an ulterior motive to milk the cash rich BPP.
I believe some candidates have spent Rs 1 Crore each for canvasing.

You have invited response to your thought, and here is one, as the answer coming from the candidate, may not be forthcoming. Standing for Election is a Passion, and one spends passionately, for what one belives in and can afford it. Ulterior motive could also come from the one who spends nothing much. Ulterior motives could be from many on and for whom the money is being spent.

Also the way afew organization are are using the press for their uterior motive need to be questioned.
But all this is bringing bad name to our community .

Ruzbeh & Zarina: ‘Passion’, is a way of expression in the management jargon, and not any kind of excuse, so to say; and, however much we do share the views of Ruzbeh and that of many more others in large nunbers agreeing to, but we have to face the Reality and the Price, of AF Elections. It is no time to VOICE, but to VOTE. Whilst MORE of us could ‘Voice’, MOST would ‘Vote’ for the ‘Spendthrifts’. With the best of the intelligent and not so intelligent ones amongst our electorate, I have my grave doubts that the majority would consider Voting for, large number of Candidates who are not as Rich, or money-trigger-happy!! So what should be the Sloagan? “THROW OUT THE ‘SPENDTHRIFTS MONEY-TRIGGERS, BRING IN THE ‘SIMPLE & SINCERE’ ONES”. Can we visulise a New Board of Trustees with none of the ‘Spendthrifts’ amongst them, and what that would look like?, and how intelligent voting that would be?

THE TRUSTEES MUST SHOW IN WHAT WAY THEY WOULD TRY TO INCREASE THE CORPUS OF THE TRUST
THE TRUSTEES MUST JUDICIOUSLY INVEST THE FUNDS AND SEE THAT BROKERAGE IS ALSO RECEIVED
THE TRUSTEES MUST BE FAIR IN ALLOTING THE FLATS
NO COMPROMISE SHOULD BE DONE WITH PEOPLE TRYING TO GET POSSESION THOUGH UNFAIR MEANS
NOT TO SELL ANY PROPERTY OF THE PUNCHAYET WITHOUT A REFERNDUM
TO PRINT THE ACCOUNTS AND ANSWER ALL QUESTIONS REGARDING ACCOUNTS TO ALL THE VOTERS
TRUSTEES SHOULD NOT SEEK ANY REIMBURSEMENT OF EXPENSES FROM PUNCHAYET FUNDS
TRUSTEES SHOULD NOT BE ALLOWED TO GO ON FOREIGN OR INLAND TOURS AT PUNCHAYET COST EVEN THOUGH THEY ARE INVITED

It is but obivious the way the candidates are spending money even this coming sunday there is a show as i would say because one of the great artist is performing and then there is dinner also……………..Is it some kind of a joke.
Instead of hosting dinner at the function I would suggest that food be distributed to the poor and needy parsis at the J.J Parsi ward Khareghat Colony home Widow chawl and places like these.
I agree with Ruzbeh and zarine onj the above point.
I also agree with Rony and Faiyaz regarding the the lady that they are talking aboutI myself have seen her coming to JJ ward and doing her duties with dedicatiion.

Those who have the money, will spend it. Others do face the handicap. But that is part of the electoral process. One should not ascribe any motives.
My major concern is that with the type of mud-slinging that is taking place currently; how will the seven individuals after elections work as a team to deliver the big promises being doled out? There will be ego clashes and a tendency to hit back each other in the board.
The community needs to gear up for court cases on every major issue. And our friends in Jam-E, will be loaded with trash of their own making.

Imagine the vaticans fund or the sikhs sanstha or jain seers fund being given in control only due to skills in other fields such as Doctor, lawyer etc.
Lawyers, C.A can be appointed or dismissed due to their professionality, the core is that the funds should be manouvered for the reasons donated..i.e continuation fo zoroastrian practises so that we continue to survive as zoroastrians.
Even housing..it is linked to the faith..continuation and making it easy for zoroastrians to assemble and continue with zoroastrians trads , rituals, and practises.
Suddenly some try and delink the core, ‘FOR Zoroastrianism’ from the monies donated by our ancestors.
Mud slinging…the ones that cried hoarse against zoroastrian prasctises have undermined zoroastrianism, the saviours of zoroastrianism and their efforts and then demand for change as if arbitary good.
For eg..
Archimeded principle nor einsteins principles have or will change with time. So will the principles of decomposition..i.e oxidisation, the deeper the buriyal..the longer the time…so dokhmenshini principles stand correct with time..
Zoroastrian principles show…that a mazda worshipper consecrates a fire from a burning corpse 99 times…to get it into an agiary…since the practise disturbs the spirit of fire..’adar’, ‘dae pa adar’ etc..so we have those who want others to convert to zoroastrianism but also want to change zoroastrianism by making zoroastrianism accept practises to zoroasrianism…
In any case the comunity was held ransom and blackmailed by a lawyer and a doctor in case of one of zoroastrian foundation

Hey Mehernosh, am surprised you think that way as I understand everyone is giving out food. Have attended quite a few of these campaign meets of different candidates. Some go on much longer than others. You don’t expect people to go home & cook food, so Its just a convenience. Don’t think its justified to see an ulterior motive in everything they do. Most of the candidates have done FAR more for the community than you & I could even imagine. Are you sure the food distributed by these candidates does not reach the widow chawls & to other places where they are required the most?? I have reason to believe they DO.
Also, sunday event you are talking of should be a good way of getting together the rich & the poor, the old & the youth (who have shown total indifference to this entire election).

WHY R THE CANDIDATES SHOWCASING THEIR DESIRES ACROSS THE STREETS, ON THE ROADS, IN THE NEWSPAPERS, ETC ETC.
I AM SURE ALL THAT CASH WOULD HAVE BUILT
MANY MANY SHELTERS OR SUPPLIED SIMPLE DAILY MEALS TO THE REAL POOR AROUND US.
SAD AS IT IS, WAITING FOR THE 27TH OCTOBER 2008, SO AS TO BRING AN END TO THIS MISERY.
MAY GOOD SENSE PREVAIL, LATER THAN NEVER.

Arnaaz if you have read my point i have mentioned that there is a lady who does a lot for the poor. Its not me but there are others also who are from the same school of thougths.
Secondly let me tell you its just my thougth that i have put forth as this is what I feel. I have also attended these meetings and there are some candidates who have done a lot of charity out of their own pockets.

After all this dirty politics and mud slendering i really feel that our fore father were right to have election the way that did .
I feel maybe they had the foresight to know how we Zorastrian behave if given the freedom.
It is shamefull .
Please stop this bad blood in public ,all of you parties

Ruzbeh: Do get to read a book on ‘History of Bombay Parsi Puncayet’, and you will find that things were no differant then, of fights and going to court by our forefather Trustees. The book should be available at BPP.

Farida, the ballot paper will contain the names of candidates in alphabatical order, eg
1 Adil Irani
2 Arnavaz Mistry
and so on till number 32.
The names would be in English and Gujarati.
Next to the names would be a square block, in which you have to put a cross, and not a tick mark.
You can put even 1 cross if you desire, but not more than 7.
Carry your registration certificate and identity proof if possible.
If your certificate is not attested, get it attested before you enter the polling booth. Special Executive Officers would be sitting outside the booth for attestation.

Today is the first day of polls .
I sincerlly hope that we should all put an end to these dirty fights in public and start some constuctive work.
The party is over and now work should start.
