Position Title: Public Engagement Specialist (Political Issues for Established Opinion Leaders)

Duties:
The Established Opinion Leaders (EOL) Specialist (Political Issues) works under the direct supervision of the Cultural Affairs Officer (CAO) or Public Affairs Officer (PAO) designee; supervises the EOL Coordinator.  Is the leading LE Staff strategist/advisor responsible for the Consulate’s Public Diplomacy (PD) engagement with Established Opinion Leaders focused on political issues, including influential individuals and institutions such as think tanks, syndicates, labor unions, professional associations, civil society organizations, prominent academics, and professional training institutions.  Designs and recommends PD strategies to connect with EOL audiences focused on political issues to build and sustain productive dialogue and promote understanding of and support for U.S. policy.  Plans, develops, coordinates, oversees and evaluates projects and initiatives to engage EOL political subject matter experts and the audiences they reach. Directly supervises one staff member, the EOL Coordinator (grade and position number TBD). Consulate Mumbai covers a range of complex and diverse bilateral policy issues working with a highly developed and influential EOL sector.  This Specialist position will take the lead on public engagement related to democracy, governance, security co-operation, and the Indo-Pacific Strategy, and will provide oversight of the EOL Coordinator’s engagement on human rights and inclusion vis-à-vis religion, disabilities, gender and sexual preference/identity.

Collaborates with alumni to implement programs to support increased awareness on a variety of issues for EV audiences.

Shortage of science grads vexes Japanese companies

Businesses plan recruiting uptick in 2020 as more industries pursue tech talent

TOKYO — Companies recruiting technology majors from Japanese universities are bracing for another year of missed targets as the supply of graduates fails to keep pace with broad demand for such skills as AI engineering and data analysis.

Businesses aim to hire 11.7% more science and technology college students graduating in spring 2020, marking a sixth straight year of double-digit increases, according to a Nikkei survey released Friday. This is 7.5 percentage points higher than the increase for humanities majors. In addition to talent in cutting-edge fields, mechanical engineers and pharmacists are also seeing brisk demand.

But for new hires joining companies this spring, employers have failed to fill more than 5% of their quota for job offers to science graduates, representing an increase in a supply-demand gap that has persisted since data collection began in 2008. By contrast, businesses have hired more humanities majors than planned every year since 2017. If the shortfall continues, Japanese businesses will lack the talent they need to compete effectively.

In overall hiring, major companies plan to recruit 7.9% more fresh university graduates next spring — a smaller increase than in 2019, but still a 10th straight year of growth. Hiring by nonmanufacturers is set to grow 9.6%, up 2 points from a year earlier amid a labor shortage in industries such as ground transportation. But the rise among manufacturers comes to just 4.5%, a 5.7-point slowdown.

Sony aims to hire 320 new science and technology graduates in 2020, around the same number as this year. About 40% will go to its semiconductor business, particularly its highly competitive image sensor division. The company is scrambling to secure engineers so it can expand new businesses such as artificial intelligence and automotive equipment.

Tiremaker Bridgestone is focusing on data scientists. The company plans to recruit 100 by mid-2019, up 35% from last year, to work on projects such as a planned service using sensor data from tires to make maintenance more efficient.

Technologies such as AI are driving a “transformation in industry, and the range of industries that need science graduates is broadening,” said Hisashi Yamada of the Japan Research Institute.

The Japanese government projects a shortage of 50,000 engineers in advanced technology fields next year.

Summary :

The Sustainable Development Associate (SDA) is a member of the Science & Policy (S&P) team, engaging both internal and external stakeholders to ensure positive development outcomes in a variety of ways. The incumbent actively advocates for, and assists in, the attainment of Casey Trees’ mission, motto and tree canopy goal.

Essential Functions

• Leverages existing, and creates new relationships with key stakeholders including developers, landholders, community members, policymakers, environmental partners, and others

• Advocates for tree canopy protection and expansion at various public meetings

• Trains both internal and external stakeholders at various workshops and events

• Maintains data/records on programs, events, and constituents as required

• Writes and publicizes e-print materials including newsletters, blogs, advocacy actions, etc.

• Tracks and reviews plans and projects to ensure a higher level of tree canopy post-construction

• Works with research staff and volunteers to conduct tree inventories of development sites

• Develops public comments to encourage tree planting and protection

• Uses ArcGIS to analyze existing tree canopy, tree canopy loss, and potential tree canopy cover

• Delivers tree advocacy training workshops for volunteer tree advocates

• Represents Casey Trees at meetings, hearings, and on committees, advisory teams and working groups

• Develops/disseminates information on green infrastructure and low impact development best management practices featuring large canopy trees

• Creates/delivers S&P briefing materials as needed

Required Qualifications

 Bachelor’s degree in urban planning, environmental science, environmental policy, landscape architecture, landscape design or related field

 Thoughtful, organized, highly collaborative with attention to detail

 Demonstrated success working in a team environment; both internally and externally

 Excellent written and verbal communication, organizational and interpersonal skills

 Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook)

 Working knowledge of the ESRI suite

 Valid driver’s license, clean driving record, willingness to sign CT’s driving policy

Preferred Qualifications
